Vendor Procedures

The Washington Learning Source (WLS) is the new program for establishing purchasing agreements in Washington State. If you are interested in:

Establishing a statewide agreement,
Arranging a statewide consortium buy,
Piloting your product,

or otherwise establishing a presence in Washington state, download this document for an overview of the WLS and reasons you might like to work with us. Then follow these procedures:

1. Submit a record in the online database for your product.

2. The WLS will review products and choose those of potential interest to districts. If your product passes this initial screening, you will be contacted.

3. WLS will schedule vendor presentations via videoconference, WebEx, phone, or face-to-face and distribute demo logins/passwords if appropriate. Statewide Ed Tech Directors, and other ESD staff will be invited to these presentations. You will also be invited to the next eLearning Showcase, if that is appropriate.
    
4. If the product has garnered considerable interest, we will then present the concept of a statewide agreement to the WLS advisory team. This group will make recommendations on whether to pursue a consortium or statewide purchasing agreement.

5. If a statewide pricing arrangement or consortium buy seems appropriate, WLS will work with you to negotiate an agreement.

6. After an agreement is established, WLS will work with you to promote the product:
      Create a web page
      Create announcements to send to districts
      Arrange demos of product before ESDs
      Arrange training sessions if appropriate
